IL-HTC Application Round 2, 2026

​2026 Application Round 2—Dates and Deadlines

Available allocation funds: $15,222,753.75

Each part of the application is required for all Round 2 2026 applicants. In order to apply, the project’s F-HTC Part 2 must be approved or conditionally approved by the NPS by August 19, 2026.

Part S-1 – WebEx virtual workshop

  1. Wednesday, August 19, 2026, 1:30-4:30 pm:  
    • You do not need to register in advance.
    • We encourage people interested in the IL-HTC to attend, even if they are not applying in this round.
    • You may join the event starting at 1:00 pm; staff will be available to troubleshoot connection issues.

      • Each project for which an application will be submitted is required to provide the project's NPS project number and city in the "Chat" to "Everyone."

  2. Monday, August 24, 2026: SHPO posts on program website a list of all 2026 Round 2 S-1 attendees and the projects they represent. The list will include known estimated QREs and Priority 1, 3, and 5 assertions.

Part S-2 – online submittal (click on the link to go there)

  1. Wednesday, August 26, 2026, 10:00 am: Part S-2 online 'Submit' button activates. 
    • When a complete S-2 is submitted, an automatically generated confirmation email stating the date and time the SHPO received the S-2 is sent to the email address that was entered into the S-2.
  2. Wednesday, August 26, 2026, 5:00 pm: Part S-2 'Submit' button deactivates.
  3. Monday, August 31, 2026: SHPO emails all S-2 applicants a list of all S-2 applications, sorted by date and time received, noting any projects removed from consideration due to being absent from the S-1 workshop. The SHPO posts the list on the program website.

  4. Eligible S-2 applicants may prepare and electronically submit their Part S-3s to the SHPO.

Part S-3 – electronic submittal (click on the link to download the form)

  1.  Wednesday, September 2, 2026, 5:00 pm: Deadline for NPS approval of Part 2 amendments or Part 3s (increases to estimated QREs) and to dispute Priority 1, 3, and 5 assertions made by the SHPO.
  2. Wednesday, September 9, 2026, 5:00 pm: Deadline for applicants to submit their S-3s to the SHPO.
  3. On or before Wednesday, September 23, 2026: SHPO notifies each applicant whether his or her S-3 submission contains any errors and omissions and, if so, what those specific errors and omissions are and how to correct them.
  4. Friday, October 2, 2026, 5:00 pm: Deadline for applicants to submit any requested corrections to the SHPO.
  5. On or before Wednesday, October 14, 2026: SHPO emails each Part S-3 applicant a letter stating whether his or her project has received an allocation in Round 2. SHPO posts on program website a sorted list of Part S-3 applications and their respective allocations and the allocation amount available for the next allocation round.

The five priorities that can be asserted per project are:

  1. The structure must be located in a county that borders a state with a historic income-producing-property rehabilitation credit.

  2. The structure must have been previously owned by a federal, state, or local-governmental entity for no less than six months.
  3. The structure must be located in a census tract that has a median family income at or below the Illinois median family income; data from the most recent 5-year estimate from the American Community Survey (ACS), published by the U.S. Census Bureau, shall be used to determine eligibility.

  4. The qualified rehabilitation plan must include in the development partnership a Community Development Entity, a low-profit organization, or a not-for-profit organization, as defined by Section 501(c)(3) of the Internal Revenue Code.
  5. The structure must be located in an area declared under the federal Robert T. Stafford Disaster Relief and Emergency Assistance Act as an Emergency Declaration (pursuant to Title V of the Act) or Major Disaster Declaration (pursuant to Title IV of the Act). The declaration must be no older than 3 years at the time of application.

2027 Application Round 1—Dates and Deadlines

Available allocation funds: minimum of $12,500,000

  • Wednesday, February 17, 2027, 1:30 pm: Part S-1 mandatory online workshop. The project’s F-HTC Part 2 must be approved or conditionally approved by the NPS by this date.
  • Monday, February 22, 2027: SHPO posts Part S-1 workshop attendees and project data.
  • Wednesday, February 24, 2027, 10:00 am: Part S-2 online submission activates.
  • Wednesday, February 24, 2027, 5:00 pm: Part S-2 online submission deactivates.
  • Monday, March 1, 2027: SHPO emails all S-2 applicants whether they are eligible to proceed with Part S-3.
  • Wednesday, March 3, 2027, 5:00 pm: Deadline for NPS approval of Part 2 amendments or Part 3 (increases to estimated QREs) and to dispute Priority 1, 3, and 5 assertions made by SHPO.
  • Wednesday, March 10, 2027, 5:00 pm: Deadline for receiving Part S-3 at the SHPO.
  • Wednesday, March 24, 2027: SHPO notifies applicants of any Part S-3 errors and omissions and how to correct them.
  • Friday, April 2, 2027, 5:00 pm: Deadline for receiving requested Part S-3 corrections at the SHPO.
  • Wednesday, April 14, 2027: SHPO notifies S-3 applicants of the Round 1 allocation results by email.

  • Monday, August 30, 2027: SHPO emails all S-2 applicants whether they are eligible to proceed with Part S-3.
  • Wednesday, September 1, 2027, 5:00 pm: Deadline for NPS approval of Part 2 amendments or Part 3 (increases to estimated QREs) and to dispute Priority 1, 3, and 5 assertions made by SHPO.
  • Wednesday, September 8, 2027, 5:00 pm: Deadline for receiving Part S-3 at the SHPO.
  • Wednesday, September 22, 2027: SHPO notifies applicants of any Part S-3 errors and omissions and how to correct them.
  • Friday, October 1, 2027, 5:00 pm: Deadline for receiving requested Part S-3 corrections at the SHPO.
